Yes. I had played on line (on my cell phone) and he was using it. It was too small for me to read the text and I couldn't figure out how he was playing a lighting from hand then using the "Strong Charge" from Vikavolt and than changing 1 Lighting to a grass. It works.

Just paralyzed. It's a Heads or Tails attack. If it done both, it would tell you something like : If Tails, do 30 more damage and your opponent's Active Pokémon is now Paralyzed. Good luck
