I assumed you could but then I saw this pojo review which said you can't level up from the bench.

I then scanned the rule book but saw no mention of whether or not leveling up from the bench was allowed.
To date, I have gotten 17 packs of Rising Rivals. I have pulled 2 heat rotoms, 1 fan rotom, and a flying Pikachu. BUT NO LVL X POKEMONS!!
Aren't those 4 cards harder to pull than lvl x cards?

A lot of other card games have this mechanic but I couldn't find any ruling on it on the rule book. This other guy told me you can have as many cards in your hand as you want as the end of the turn. Is this true?
