Yes, but that's why you run Space Beacon Starmie. The whole point is to steam up in order to power up your Fire pokemon and then use Starmie to get 2 energies back.

I would say in a turbo darkrai deck. Use Plumeria to discard Darkrai GX and a dark energy, then use Darkrai GX's ability to bring it to bench with the energy attached.

Maybe a 1 of this card in a creepshow gengar deck would work. You get a baby koko ready to attack and if they attach any energies, they will be in KO range. This would be more of a gimmick deck though, definitely not competitive in my opinion.
