You need 4 Rocket's Pokémon in order to attack with Rocket's Mewtwo, so there is now way to partner Mewtwo with Gardevoir, Munkidori AND Wobbuffet

There is no reason for there to be 7 SIRs when every main set until now only had 6 SIRs. Like I said, it's likely that they just put the info wrong and there is 11 total. It wouldn't be the first time TPCi has released wrong infos.

No. There's 5 SIRs in Heat Wave Arena and there should be 6 in The Glory of Team Rocket. It's likely that Ethan is the only trainer and they just put the info wrong.

They haven't made a FA card a ETB promo since Pokémon Go (?). All ETB promos in SV have been IRs, FA Mewtwo being the promo is even less realistic than Meowth.

I think this Meowth AR might be our ETB promo.

No. We already know that Mega Lucario/Gardevoir are still regulation-mark I, there will be no change. There is still going to be 4 main sets, just 2 in SV era and 2 in MEGA era.
