    Ruling Raticate + Pokemon Tool Cards

    Hello everyone! A Raticate has a move called Super Fang, allowing it to put damage counters on the opponent until it reaches 10 HP. If I were to attach a tool card that adds damage; Say muscle band or silver bangle, is that a OHKO for any Pokemon? Seems a little unfair haha. Thanks for the help!

    Victini/Durant Deck
