If I use Luxray GL Lv.X's Flash Impact, can I put it on one of my bench pokemon that has bench shield, and if I do does that mean Flash impact does not do 30 to one of my pokemon?

I have a question about this card. The reading on Omnisent is "Arceus can use attacks of all Arceus you have in play as its own (you still need the necessary energy to use each attack). If i use my benched Fire arceus's attack with omnisent do i still have to flip and discard?
