We have gym promos added to our sets all the time, specially the ex and trainer. The regular pokémon cards are usually the ones turned into promos but sometimes they are added to sets (and Destined Rivals is likely to feature Hippopotas/Hippowdon from series 8, along with Rabsca ex and TM Machine).

Not weird at all. Japanese deck products usually end up in our sets (Sylveon ex/Ceruledge ex, Mewtwo ex/Skeledirge ex, Inteleon VMAX/Gengar VMAX, etc).
