I think the item called the GOD STONE will either summon it or change it's form if there are 2 seperate forms it will learn either Freeze Shock or Ice Burn depending on the form you choose or, more likely, it will be able to learn both in it's alternate form level up.

They can't add a new pokemon because it would then be impossible to use online or to trade over. Giratina just changes back to its normal form when it's online or traded to DP. I think they could do the same for Kyurem.

there has also been some thought for alternate forms, I think it will be a Merged form where its the original, or to go with the Paralyzing/Burning attacks it wall have Voltage Form and a Flaming form
