Is one kind of holo rarer than the other? Also, how rare is it to get a holo in a pack? Let alone two. And lastly, is Manaphy rare?

I just bought my first Diamond and Pearl booster ^_^. I thought you got one rare and that was it, but I was surprised to see a foil Manaphy and foil Cascoon. Now the Manaphy seems foil everywhere, while the Cascoon is only foily on the next and stuff. Is that a reverse foil? Is this rare?
