I took this list from one posted on Pokegym, admittedly. My original Arceus build was too clunky, ran all of the Arceus, was too inconsistent, and had many dead games. I took this build, tried it out over my original build, and lik this one much better. However:

-I have not yet found purpose for Lucario GL. Can someone tell me if it is a solid choice for this deck or if I should be on the lookout for some other tech? If so, what do you recommend?

-The original build had a single Unown Q. I had none at the time of building, so I subbed in a Warp Energy in it's place and it has worked for me since (Since Ultimate Zone doesn't activate the effect of Warp Energy when I move it). Is this a good idea or is Q necessary?

-Any other suggestions/fixes would be helpful and appreciative, as I do plan on running this at States.

Lucario GL has it points, namely Vs. Gyarados/Machamp/etc.
Its purpose can be debated all day in Arceus. Its probably more of a play style choice than a requirement.
X4 Ripple Swell should provide too many copies and gunk up your hand.
-2 Ripple Swell
-1 Uxie
-2 Bebe's Search (all your pokemon are basic, except LvX and you have beginning door for those.)

+1 Professor Oak's New Theory
+1 Copycat
+1 Omni LvX (Any active Arceus can use it for a HP boost and it gives your more options for type advantage)
+2 Warp Energy (Arceus is a high energy deck, Warp gives you a switch and an energy you can move up with ult zone)

If you decide against Lucario, you could add Luxury Ball for an easy trainer search to speed things up.
 
The Ripple Swell is necessary for set-up; I need them in my opening hand or within the first two turns so that the energy can get to the field fast.

The way the deck is supposed to work is to fill up with both energy and Arceus. Ripple Swell is supposed to take care of the energy, and the massive copies of Beginning Door, Pokemon Collector, and shuffling/draw cards help get Arceus to my hand. Bebe's Search helps in both thining down a hand (against Hurl into darkness) and replacing unneeded Arceus back in the deck for either LVX, a different type, or the Lucario or Uxie.

I read your comments, they seem quite helpful. Are you suggesting running a total of 3 Warp Energy or did you not see the first one? I only ask because your note on Warp energy is identical to my first post's comment about Unown Q, so I dont know if maybe you skipped over it briefly.
 
(as background: I've been playing Arceus for some time, so I am giving advice as a fellow player and not just based on what I think might work)

I am agreeing with your comments on unwon Q/warp energy and suggesting that you can take it farther in Arceus w/ 3warp energy.

I am not disagreeing that x4 Ripple Swell probably helps the set up a good bit; however, its not going to do good things for the rest of the game. There will also be an increased number of times when you get x2 Ripple Swell early and cannot play them both, causing problems.

The problem I have with Bebe's is that everything is much more easily searchable by other cards. By later game, Arceus often has a pretty full field, using your supporter for the turn on Bebe's is wasteful. (especially with 4 collectors)

Post-Ripple Swell, the majority of the remaining cards in the deck are: Special Energy and T/S/S. Using the T/S/S line to speed thru these card, provides enough energy for a play almost every turn, with a couple of the left over pokemon tossed into the mix.

I am not a fan of uxie either. Early game, when its draw power is best for your setup, it wrecks your setup. Later game (as above statement) the T/S/S line can easily carry Arceus. uxie on the bench takes the place of an attack option and a potential type advantage (by having more Arceus in play to LvX)

I don't have a 3rd Warp Energy; is there a substitute?

I don't think Lucario has a place in the deck; Lostgar's lineup all have 2x except for the occasional fainting spell Gengar. Also, Lucario isn't an Arceus, it messes up consistency and field.
 
Lucario really helps your Gyarados matchup, tbh, and there are plenty of other things without x2 weaknesses as well. Honestly I'd run it.
 
Like what though? The only Gengar being played without x2 is Fainting Spell, but it has 110 HP anyway so a Dark Arceus using the Fire Arceus attack can still OHKO it. I can't honestly think of a threat, currently, that doesn't have a x2 weakness but has enough HP where it's weakness in Arceus can't deal with it so easily.
