Ruling Blister Packs and Pokemon Tins Promos

This question might sound stupid but I really don't know. Well, if you buy a tin, say, Darkrai Lv.X, will that card be able to be played in a official tournament? Also, the same question applies to Pokemon from POP booster packs and the promos (like Dusknoir) in blister packs. Thing is, I don't know the exact definition of promo... :(
 
Promos are just cards that you don't get in booster packs. They aren't fake and they are tournament legal as long as they are recent.
 
Really!? Even Lv.X? I'm asking again since people talk about how hard it is to find a Lv.X compared to Japan. But I guess people mean it because the only really good Lv.X I can recall is Darkrai...
 
Even Lv. X promos can be used in tournaments, and are real.
 
Promo's DP01 and higher are playable, and I believe that any POP pack 6+ is allowed as well.
 
Whenever sets are rotated, they will also update the Promo Rotation. This also counts POP series. Right now, Promo DP01 and up is allowed. If they announce the new rotation, keep an eye on the Promo Rotation as well to know which Promos will be rotated out.
 
Real lv.x are usually for use of collectors, or Used in decks if you bought a booster box, and have no need of buying tins. But if you are playing say, mewtwo, It saves money, and time to just use the tin version. Otherwise, only rich people would have lv.x in their decks. Even If you aren't rich, the possibility of you finding more than 1 of the same lv.x in packs is extremely unlikely.
