Bred Dratini IVs

First of all, IVs are what exactly? Are they the number of points in that stat( ex; 10 Atk) or is it something you cant see.

Second, what are good Ivs for a bred Dratini (Lv 1) and how do I make sure it gets it.
 
IVs are hidden numbers for each stat ranging from 1-31. The higher the IV, the higher the stat. You can calculate IVs here. In general, for competitive play, you want all six IVs to be 31, the maximum.

The only problem with the new Black & White games is that the Pokemon Summaries don't tell you what IV's your Pokemon has anymore like in Gen 4, so unless there's someone you can talk to in the game that can tell you the IV's of a specific Pokemon you have then you're short out of luck.

I don't worry about IV's anyway seeing as it's easier to manipulate Natures than IV's but for some people IV's are that important to them for getting perfect stats on their Pokemon when in the end IV's are supposed to be random in the first place and they can't be easily manipulated anymore like in Gen 4.
 
Actually, calculating IVs is simple.

Materials:
IV Calculator (Easy to find online.)
A Pokemon
Rare Candies (For accuracy.)

First breed your Pokemon, then level it up with Rare Candies as high as you want, above 40-50 is pretty much the farthest you need to go. DO NOT WIN ANY BATTLES OR FAINT ANY POKEMON WITH YOURS. If you have to, make sure you record the EVs of all the Pokemon you have beaten, precisely. Then enter your EVs (0 with Rare Candy), and your level and Pokemon, and find out your IVs!
