Ruling Cards from other countries?

As long as the language the cards are printed in are considered local language they can be used. Check pokemon.com to see what languages are legal in your country.~KA
Note that you are only allowed to use local-language cards. If the card is not considered to be local-language for your country, you cannot use it at all.
e.g.
US may use only English cards, Canada may use English or French cards, Europe can use almost any language of card (it depends on the country), but Japanese cards are only legal for use in Japan (and Japan can only use Japanese cards). Korean cards aren't legal anywhere (not even in Korea, oddly enough).

Just a note: English cards are legal everywhere. Otherwise it is just local languages. (So for example, Japan lets you use Japaneze because it's the local language, and English because they're legal everywhere.)
