To be truthfull the stragiy behind this deck is really unknown my friend trying to build this one. hes having trouble getting pokemon out and getting all thing that are energy.
he suffleing cards are really are on clian and energy search. he doesnt have a job but some tips to get this deck work is very well need it keep it low range if need the pokemon catcher will be replaced with escape ropes to make up for catcher,

i say chandelure is fine but put it with something else (example chandelure and Victini EX) once you have a deck you want to make then i could help you

Well, it's kind of an unrelyable deck, I mean, it will only hit for 50 to non-EX. My Gallade would have it for breakfast and won't get anywhere near full... XD Anyways, you need another attacker, maybe Reshiram would work. The Chandelure from Next Destinies might work as well.

and why does he only do 50 to a non-EX?
 
Sorry, my bad, I thought it was Plasma Freeze Chandelure accelerating Victini!!! XDD Well, anyways, Victini-EX will be unable to attack as there are no Fire Energy. Maybe add 4 Blend? Also DCE will work.
 
Maybe:
-1 Fire
-1 Psychic
+2 Double Colorless
Both Victini and Chandelure can use them.
