Ruling Does Bouffalant Take Out Silver Mirror

Does the Tool Break Attack of Bouffalant 114/135 remove Silver Mirror 89/101?

Bouffalant states "discard a pokemon tool card attached to the defending pokemon"

Silver Mirror states "prevent all attacks, including damage, done to the pokemon this card is attached to by your opponent's team plasma pokemon"

Bouffalant is Team Plasma.

If your answer is Bouffalant can't remove Silver Mirror, and I am playing a Team Plasma deck, then don't I have to carry (4) Tool Scrappers in my deck? Otherwise, someone with (4) Silver Mirrors in their deck is an automatic win for them. This is like paying a (4) card penalty and only being able to play with (56) cards. That seems harsh? Is there any other way to deal with Silver Mirror?
 
I am sorry for being ignorant of what must seem like a very simple task everyone else but me knows how to do, but how do I get scans to you? I see no way to attach an image. Images will not copy and paste into the messages. I have tried to understand these directions from your site below, but I can't figure them out. Could you provide very precise layman's terms for providing you scans?

Bouffant would not remove Silver Mirror.

Also I would run two or 3 copies of Startling Megaphone since it discards all of your opponent's Tool Cards in play.

Links work just fine. And silver mirror would indeed block the tool removal effect of bouffalant's attack. It's not so much a penalty, since the other player would also have to dedicate 4 spots in their deck to thwart plasma and also only play one mirror at a time since tool scrapper can discard two tools at a time.

A common way to get past mirrors is genesect ex for red signal to just attack a different pokémon or the use of http://pokebeach.com/scans/plasma-blast/92-g-booster.jpg to just ignore the mirrors. Since it comes in handy in many other match ups.
