With the eeveelutions pokepower that lets them devolve are you allowed to use that pokepower then evolve the eevee the same turn?

No, as when you devolve a Pokemon it still has the same rules as an evolution. You can use BTS/Rare Candy to revolve on the same turn, however.

Not unless you use a trainer like Rare Candy or have the stadium Broken Time Space in play, either of which would let you evolve the Eevee on the turn it comes into play. The rule is that a card can't evolve the turn it comes into play by normal means, and that includes devolving through Neoteny or any other means.
