Ruling Foreign Card Legality

So, I got 2 questions. Both serious (One, I do need to know, the other Id love tips of)

1. Can you use the Japanese/Korean variant of a card in the format? EX: Using a Japanese mewtwo EX from Psycho drive

2. I am gonna buy some packs, and make a custom booster box, I will so be tempted to open them, as the longest I went without opening a sealed product I bought in front of me, 15 minutes. Question? How do I not open them? Forgot question.

1) No. In the USA, only English cards may be used in official tournaments. You can use other languages in different places, but in the US, you can only use English cards.

Korean cards aren't legal anywhere, fyi. Not even in Korea, for some reason.

You can use a Japanese Card in Japan. It all depend on where you live. In the US, its English only.
