Strategy:
I think this deck should go second. This deck is designed to get quick knock outs by quickly getting the cards it needs. Start with a Sceptile EX active and a Seedot on the bench if possible. First turn, use as many trainers/supporters/stadiums to get out your M Sceptile EX out first turn with two Grass Energy attached to it, and use Jagged Saber to do 100 damage on the first turn, and if your opponent has Groudon EX active, it will be a first turn knock out and you’re taking two prizes. You can also use Lysandre to your advantage, picking off your opponent’s EXs before they get the chance to even power them up or do anything with them. Use Shiftry to discard some energies so they can be attached with Jagged Saber, as well as getting an extra three cards for the turn. I think this deck could be very good, and I would like to hear your suggestions to make this deck better.

Due to retreating on Seedot sucking I think you would want a fourth Sceptile ex, and possibly try out a battle compressor or two to get energy into the discard for mega turbo, as it's harder to do that with only 2 ultra ball in the deck. 12 grass energy does seem pretty good if not a tiny bit high, but you'll be dealing with super healing energy attacks, so not really a big issue. Because Sceptile could POSSIBLY have issues with Mega T Tar/bats I would recommend possibly adding 1-2 potion only if you are that worried about it, as there are no guarantees that you'll get to mega evolve the second you put down a Sceptile. I would also recommend something as counter intuitive to the first suggestion...by adding a fourth Seedot as well, since you stated how your optimal bench was a Sceptile and a Seedot, this would help you get Shiftry out a bit quicker and almost guarantee getting at least 1 out, in 2-3 turns (note that if you can't evolve into Shiftry by the third turn the REALLY crapped out on you or it needs more work). The low Pokemon count kind of sucks and when something gets knocked out it's pretty hard to get it back, so I would possibly recommend Sacred Ash of all things, and yes, I do know how much it sucks normally but this deck could use it with such a low Pokemon count.


The biggest problem I see here is the lack of any other Pokemon to help you set up as 6-8 basics is quite low, I sadly do not have any suggestions for other basics for grass atm, but the deck does need something, I just can't figure out what that something is.
 
I kind of want to suggest thinking about switching shiftry for Victreebel with wafting scent. Since you have plenty of time to attach energy to it with M Sceptile and you can easily discard 1 energy for poison and confuse. Which works nicely with Sceptile's second attack and can prevent your opponent from attacking back and doing an additional 10 damage between turns.

You can even add in dragalge to prevent the retreat.

As for this deck itself. I would suggest adding energy retrieval. Since it can allow you to grab 2 energy which can turn into 6 cards with 2 Shiftry.

I think Xerosic is a better choice, since it deals with Toad as well, which despite being weak to grass, can make you struggle to get your evolutions into play.
I like everything else though. It might be a fun Tier 2 deck when the new set comes out.
