Player 2 - Sends out a Pokemon without any energy. Ends turn.

On Player 1's next turn, can he use Spirit Scream again, even though Gourgeist already has just 10 HP?

Also, since the wording says "put damage counters" is this attack affected by Rock Guard, Rocky Helmet, Hard Charm, etc.?

Yes they can. Because it's counters, spirit scream bypasses those tools you mentioned
