A Light Ball can be found on a wild Pikachu, though it's moderately rare with a 5% chance of happening, and you don't have the luxury of increasing that rate with Compoundeyes (ability overworld effects only work in Emerald onwards). Unfortunately breeding Volt Tackle onto a Pichu is also only possible from Emerald onwards.

If you breed the pikachu with another one holding a light ball, the pichu will adapt the moves and learn Volt Tackle aditionally. Ex. Pikachu knows Quick Attack, Thunder, Thunder Wave, Tackle
Pichu will have something like this :
Volt Tackle, Thunder Wave, Tackle ---
Actually Im not sure if you can breed a volt tackle but I think you can in emerald and above games
