Ok, just looking at this card on the main forums makes me think about it, since it's one of my favorite Pokemon in the VGC and it evolves from Eevee. Made this list in a minute, so I know I have left some things that I might need out.

Ok, so the main strategy of this deck is to swarm with Jolteon by using his first attack for one energy to discard one and do 60 damage, then Dynamotor to a benched Jolteon and retreat and keep hitting for 60. Crygonal is for Donphan, which can cause this deck problems. Eel to re-use the Electric energy discarded with Jolteon. Espeon Prime for anti Gothitelle. Rocky Helmet to rack up the damage. Super Rod to have a consistent getting Pokemon out of the discard.

Jolteon – Lightning – HP90
Stage 1 – Evolves from Eevee

[C] Elec-Gun: 20 damage. You may choose 1 Lightning Energy attached to this Pokemon and discard it. If you do, this attack does an additional 40 damage.
[L][C][C] Pin Missile: Flip 4 coins, this attack does 40 damage times the number of heads.

Weakness: Fighting (x2)
Resistance: none
Retreat: 0
 
Wait, doesn't Jolteon only do 60 with his first attack? I think Reflipitini would be useful for his second attack.
 
Sorry, but 2hkoing a dragon with a pluspower isn't going to get you far. Eelektrik pairs well with heavy hitters, such as zekrom or magnezone. Jolteon isn't that heavy of a hitter.
 
But it is still very fast and can most likely get out T2 and then consistently hitting for 60 is pretty good.
 
tbh, it's really not. Magneel can hit for 80 T2 and has great late game stats. In order for the damage to get to an acceptable level, you need 4 pluspower, and possible kingdra to add extra damage. Aerodactyl is definetly something to consider when it's released.
 
Seems like a reasonable deck concept. 60 on one energy is decent. I'd probably do this:


- 1-1 Eelectrik NV (3-3 seems heavy)
-1 Cleffa
-2 Crygonal NV
+2 Tornadus (better donphan counter IMO, since its colorless)
+2 victini (that second attack could be brutal with a bunch of heads)

-1 rocky helmet

+2 electric energy
+2 DCE (12 energy is an absolute minimum)
-2 water energy
 
Well, as I said in my previous post, in order to stack more damage, you need max pluspower, and possibly kingdra prime. The main threats in this format are chandelure and eelzone. Lanturn prime could be something to consider, as you have cards you could cut and it's a great donphan counter. Well, not really counter, but more like killer. In response to the above post, 3-3 eelektrik is actually needed, because in the mirror, the loser is the first one to lose their eels. More energy is probably needed because you need to attach an energy to Jolteon each turn because Eel only attaches to the bench

Ok and another thing what about 4 DCE. It can be used for Jolteons second attack and Lanturn Prime and Tornadus.
 
What about taking out 2 Pokemon Communication for the other 2 DCE? Having every attacker being stage 1 or basic it really isn't as good as it is in other decks.
