If I use Luxray GL Lv.X's Flash Impact, can I put it on one of my bench pokemon that has bench shield, and if I do does that mean Flash impact does not do 30 to one of my pokemon?

Yes, because Bench shield prevents damage from all attacks("both your's and your opponent's" as according to the card)
This would be the same as Manectric's Poke-Body or Quagsire GL's Poke-body if you wanted to find an alternative solution to Flash Impact's dilemma.
