I really like the thought of Mega Altaria and i think it has a chance to see some play and I'd like to get advice on my first draft list. It's a little clunky and figured this would be the place to come and get it refined.

Hey, I have worked on a Mega Altaria deck not that long ago!

Perhaps my list can give you a few ideas, the list in the starting post is almost identical to the optimised one, the only difference being I have cut a hoopa and a shauna+sycamore in favour of 2 battle compressors and a winona.
