Thankfully for you, this forum has a very helpful guide for
Deck Building. That guide should have everything you need to know, either if you want to build a competitive deck for Play! Pokemon events, or just a budget deck. This forum also has plenty of other useful guides/resources, so check those out if you have the time, too.
Although, I'm telling you right now, a "water type and steel type deck" isn't going to do great in any tournaments. Competitive decks usually have a much more focused strategy than just using Pokemon with the same types. The
Metagame Deck Discussion forum should give you an idea of how competitive decks are built. However, if you don't want to make something like that, and would prefer something simpler and less competitive, that's fine, too. If you do want to make a simple 2 type deck of random solid Pokemon, I suggest looking through the scans on PokeBeach (left side on the front page) for Pokemon you like.
