Ruling Non-Evolved Vs Basic

Can someone explain the difference. And if I assume correctly, LA Mightyena's Bite On will affect Legends. Is that correct?
 
The best way I can explain it is by using an example. Mightyena's attack will affect legends because it states if the Defending Pokemon isn't an evolved Pokemon. If it stated if the Defending Pokemon is a Basic Pokemon, then it would not effect Legends because Legends say Legend instead of Basic.~Mark
