Ok how many pokemon tools can be attached to a pokemon at one time and how many can be attached to 1 pokemon per turn?

They count as Trainers so you can attach as many as you want as long as the Pokemon you´re attaching a tool does not have a tool yet (because a Pokemon can´t have more than one tool attached to it at the same time). So if you have six Pokemon and no Pokemon haves a tool, you can attach a tool to each of your Pokemons (if you have six tools in your hand). Notice that some tool have an effect and then makes you discard them (Bubble Coat) so if it´s discarded you can attach another during your next turn (because the Pokemon doesn´t have a tool anymore). Also, if an effect of a card you played during your turn makes you discard a tool (Windstorm last season), you can attach a tool to the Pokemon you discarded the tool (because it doesn´t have a tool anymore). As a side note, the rule for 1 tool per Pokemon applies for Unowns, too (Unown G, Unown E, Unown Q).
