It works because all the Pokémon in the list have an attack that gives a different effect if you (or your opponent) has x amount of prize cards. For example with Pheromosa from forbidden light, the attack white ray costs two grass energies and a colorless, does 90 damage, and says if you have only one prize card left, the attack does 90 more damage. Most numbers of prize cards are covered unless you have 7 or 8 because of Nihilego (which is highly unlikely). The prize numbers it doesn't cover are covered by Naganadel, hitting 150 often. A bit clunky I guess, but strategy.
PS I know I kneed lele but I need to focus on staples first cause I quit Pokémon for a while and I gave away all my staples
