Uh, does Grand Swell do 30 or 60 if your opponent has 2 of the same tools out, for instance, two Energy Gains?
 
Relicanth would do 60 to whichever Pokemon you choose.

It says each Tool in play, so it doesn't matter if there are multiple with the same name out.
