Ruling Reuniclus?

If I use damage swap, can I move 7 damage counters to a Basic with only 60 HP, knocking it out and taking away one extra damage?

You can move one damage counter at a time to the 60 hp basic. Which means you can place 6 damage counters and knock it out, but no more. Twins, anyone?

When you use Reuniclus' Damage Swap ability, you move the damage counters 1 at a time. If you move 5 damage counters to a Pokemon, you used the ability 5 times. As per the stickied FAQ:

Q. Can I use Reuniclus' Damage Swap to move 6 damage counters onto my Solosis all at once, and then it gets Knocked Out?
A. No. Damage Swap's effect does not involve you moving multiple damage counters at once - you are moving damage counters one at a time, and each time you move 1 damage counter, you are using Damage Swap exactly 1 time each. As soon as that 3rd damage counter will hit Solosis, it is knocked out instantly, and your opponent takes a prize card.
