Ruling Should Chandelure EX be able to attack if Kling Klang in play?

If plasma blast KlingKlang is in play (no EX damage to steel pokemon), should Chandelure EX first attack (Cursed Drop) "put 4 damage counters any way you like" still work?

Klinklang prevents damage from attacks. Cursed Drop puts damage counters, which isn't considered damage, but an effect of an attack. Cursed Drop would go through Plasma Steel.
