Example:

Uxie with 2 pluspower vs Toxicroak G.
Does Uxie do 60 damage, or does he do 80?

In other words, does pluspower just add 10, or does it also multiply in the case of weakness?

PlusPower adds on damage, then weakness is applied. In your situation, Uxie would do 80 damage before weakness is applied. Then, Uxie would do 160 damage after weakness is applied. I believe the card says, "Before applying weakness and resistance." So, you add on 10 damage for each PlusPower, then you take Weakness/Resistance into effect.

If you read the card itself, you could see that it said "Before applying weakness and resistance". So Zen Blade = 60 + 10 = 70 x2 = 140, assuming Zen Blade.

Guys, he's talking about an Uxie that uses Psychic Restore, not Zen Blade. His question was if an Uxie with 2 Pluspowers attached uses Psychic Restore on Toxicroak G, is the damage 60 (20x2 + 20) or 80 (2x(20+20))?

As Lou already said, Pluspower applys extra damage before applying weakness, so you'll do 80.
