taunt or Cotton Guard?

Hi.
I have recently thought of a Whimsicott set and I am wondering which move woukd be better, Cotton guard for defence, or taunt for annoyance?

Leech seed
substitute
encore
Taunt/Cotton Guard.

Also, what are the odds of this thread getting locked?

Also without Taunt you run the risk of, well, getting Taunted, you're subseeding anyway so just use Taunt.
