Can Unown G be attached to a pokemon that already has a pokemon tool attached to it?

yes, but the old tool is discarded

No, as if a pokemon already has a tool, it can't have another attached on it. And Reclaimer, a tool can't be discarded for a new tool. You can use Mismagius GL Lv. X. to pick up the old tool so you can play Unown G on that pokemon however.
