The main idea of this deck is to spread enough damage around the board with Blastoise in order to take multiple KOs with Vikavolt.

This is just a very rough outline and I would really appreciate any input.
 
There are better damage splashers that you could use than Blastoise. Promo Tapu Koko does 20 to each of your opponents Pokémon: I would say that would be more useful. It also has free retreat.

I fail to understand the use of Sharpedo. It would be too clunky for a competitive deck to run it. Replace that line with 2 copies of Eco Arm to replenish your Bursting Balloon supply, plus two Fighting Fury Belt. I do understand the use of Pyukumuku, but those spots are better dedicated to another Vikavolt-GX and a Lysandre/Guzma.
