Ruling Can you evolve Pokemon on the starting turn?

I know this is probably a very rudimentary question but I'm a beginner and I could find no clear answer in the rule book.

Yes. Since the person going second can use Trainers, Supporters, and Stadiums, they have a higher chance of using a card that lets them on the first turn. This is why many players prefer to go second.
