Ruling card series not legal for official play?

i'm new to the game. heard that some cards cannot be used for official tournys? if so, which series or which cards? i've went over the POP rules and they seem to contradict themselves on this subject:

"All cards from Pokémon Trading Card Game expansion sets with the standard Pokémon TCG card back
or the Japanese Pokémon TCG card back that have been released in the United States, including
promotional cards, are legal for tournament play unless listed otherwise. Cards from collector’s sets,
such as the Pokémon World Championship decks, and cards with the words “NOT TOURNAMENT LEGAL” printed on them, are not allowed in tournaments. Specific formats may include additional rules
restricting which card sets are allowed. Each card in a player’s deck must either have the same card back
or be sleeved in a manner that the design on the card back is not visible."

this says any card goes! so long as its printed by pokemon usa.
but then i read this:
"With the exception of basic Energy cards and previously printed cards that appear in Modified legal sets, players may not use cards from Pokémon sets prior to Diamond & Pearl. Players using previously printed cards that appear in Modified-legal sets must play those cards using
the wording of the most recent printing of the card. New sets are allowed as soon as the product has been released in that rating zone. In events that include multiple rating zones, such as the Pokémon TCG World Championships, the format of the United States will be used.
There are currently no cards banned in the Modified format."
uhh... confused... help someone.

is it the modified part that i'm not getting? every tournament i see has the modified rule.
 
The second one refers to the modified format we're in now. The 1st one says: "specific formats may include additional rules", well, that's one of them. For all the tournaments, one must use one of the legal sets.

This is not stated in the general rules because there are some special tournaments using a different format (like Unlimited)
 
ah... now i see.(or read) so are the modified card rules going to change in january? how long do i have to play with my current diamoond and pearl cards before they are deemed "unusable"?
 
The modified format changes after the World Championships every year. Worlds usually occurs in August, so you have a while before the format will change. And before you ask, no, we do not know for sure what the next modified format will be. There are speculations, but no one knows for sure untill POP officially tells us.
 
For now, you can count on every series from Diamond and Pearl and on to be legal at least until late August. After that, the older ones may be removed, but keep an eye on this board around June/July and you'll learn way in time.
 
there are also cards that says not tournament legal this includes the jubo cards and the wb create cards.
the rotation happens every September 1st.
