Im just starting up again, and though i am willing to play 4 bucks a pack, i would think i could get them for cheaper, is there a place thats reliable?
Wal-mart sometimes sells them $3.33 a pack. But it's almost always cheaper to get them at pre-releases. Also, often times people who win Battle Roads, Cities, etc. will sell the packs they won for $3 a piece for some quick money.
You can never tell whether T&T weighs their boosters though...although their packs may be cheap (under $3 for the recent ones).
I'd say PR for US-residents is the cheapest place to get packs. $25 for 8 packs, a PR promo card, and a PR promo 60-count sleeves is a good deal, not to mention the side-event.
By far the cheapest way to get booster packs is to buy them by the booster box.
Try to get 3 or 4 people to go in on one.
At $85 a box each pack costs $2.36 each.

next option i think would be a booster box from trollandtoad. comes down to less than $3 a pack
I would say it's only worth buying booster boxes online. Although, for hard to find single boosters, online is a good place to look. If it's more recent boosters, look in a department store like Target, Meijer, or Wal Mart and save the shipping charge.
And as far as weighing, most sites are going to scale boosters. It just so happens that in Pokemon it doesn't really matter as most of the good cards aren't even foils.
Yeah, your best bet would be pooling your money together with a few friends and buying a booster box. This way, the cards will end up being around 2/3rds the price of each $3.99 booster, as Shakespeare said.
