Ruling Galatic HQ

Hey just wondering if Galatic HQ still works on level up pokemon(lvl x)?
just kinda iffy on this and needed verification.

I might have posted this somewhere else put it's not showing so please dont get upset.

leveling up is not the same as evolving. Therefor, you do not take damage.

No, it doesn't because Galactic HQ refers to placing damage counters on a Pokemon when it is evolved. Leveling Up is not evolving but making the card stronger. Or making it's Level "X". Hope that helped.

The confusion came when Leveling Up was first introduced--it was explained that it is "like Evolving." However, "Leveling Up" is a different mechanic than "Evolving." Galactic HQ only targets Pokemon that are Evolving, not Leveling Up.
