I need to know if Gyarados can actually attack using Magikarp's flail attack even though there is no damage counters on Gyarados...Gyarados' Poke Body lets it do 30 more damage if it uses any attack from its basic pokemon...does this apply even when Magikarp's attack does 0 damage??
Please let me know...

Flail is 10x each damage counter on him and 10 x 0 = 0.

He's confused because gyrados' body says to add 30 damage whenever he does one of magicarp's attack. However, its a general rule of the game that in order to add damage, you must do damage. Special darkness won't add damage if your attack doesn't do any in the first place. Same with plus power and cherrim. Gyrados falls victim to this.
 
It is written in the TCG Rules if the base damage is originally zero, then you stop calculating damage. That's why PP doesn't work on non-damage inflicting attacks.
 
Just wondering, if plus power does not add 10 when you do no damage, would weakness do extra damage.

Example: My magikarp uses flail on a magmar but my magikarp has no damage on it
does magmars weakness add damage? 0+20=20.
 
Weakness adds to damage done. If no damage is done, you cannot add to it.
