Ruling Level Max Questions

I know this may sound like a couple of dumb questions, but can you use Level Max on your benched Pokemon? It has really got me and a fellow player really confused as it says
"This counts as levelling up your Pokemon"
Also would you be able to play a Pokemon from your hand onto your Bench and then Level Max to Level Up? Because in this case it would follow the same rule as Rare Candy if I'm not mistaken with Rare Candy saying
"This counts as evolving that Pokemon"

If someone could clear this up that would be great.
 
Normally if you evolve, you cannot level up that same turn. HOWEVER, as with Rare Candy, Level Max breaks the rules and you can level up any one Pokemon whenever you play that card... assuming you flip heads, of course.
 
Level Max allows you to disregard most rules about Leveling Up. So long as you flip heads, you can Level something up.

And Rare Candy disregards rules of evolution as well.

The "This counts as _____ that pokemon" is saying that you can't do anything else to it that turn. Like if you use Rare Candy, and it gets devolved that turn, you can't evolve it again.

The main reason why it states that way is so that any effects that normaly occur upon levelling up (Removing of special conditions, for example) happen the way they are supposed to.
 
It also states it that way so that if you Rare Candy into a Stage 1 you can't evolve it again or level it up on the same turn.
