Clean up your post. This is very difficult to read. Do one card per line. Here is what you should have:
Pokemon:
4 Cyndaquil
4 Quilava
4 Typhlosion
2 Magmar
1 Magmortar
1 Rayquaza-Deoxys Legend Bottom
1 Rayquaza-Deoxys Legend Top
2 Thundurus
1 Reshiram
1 Tyrogue
21 Pokemon
TSS:
4 Professor Oak's New Theory
3 Sage's Training
3 Potion
2 Switch
4 Energy Retrieval
2 Energy Returned
1 Burnt Tower
19 TSS
Energy:
7 Electric
9 Fire
16 Energy
First off, you are missing 4 cards. Make all four of those cards Pokemon Collector. You really need Collector, and it shows. Next off, Magmortar does functionally nothing. Its attacks are strictly worse than Reshiram's attacks (unless you get very lucky with its first attack). Drop the Magmortar line altogether. Next, your energy count is very off. Drop 5 electric and add 3 fire. Electric energy do functionally nothing in your deck past getting RDL to attack. If it makes you more comfortable, keep 3 electric instead of 2. Either way, they are fairly unnecessary and you'll accomplish your goals with RDL if you only use 2-3 electric energy. In making this change, you'll obviously want to take out your Thundurus.
Now then... we are starting to focus more on Typhlosion. Drop the energy recovery that you have (energy retrieval and energy return). They directly compete with what Typhlosion does. Burnt tower is still an okay card because it will never empty your discard of energies. It can be fairly useful. Add in 2-3 Reshiram to do your major attacking with. Drop your Potions as well -- they are completely unnecessary and do very little in the long run.
If you follow what I said, you'll have a lot of extra room. In that extra room, max out on Pokemon Collectors. Add in some Pokemon Communications and Rare Candies. Junk Arm is an amazing card for this deck, so consider adding that too. With adding Rare candy, you can drop 1-2 Quilava as they'll end up being wasteful anyways.
Finally, I dislike RDL in typhlosion, but if you want it, that's fine. It'll often get Catchered and then KO'd before it can do anything due to you not being able to power it up in one turn. If you want it, that's fine.
I hope everything I said helped. If you have any questions about anything I said here, feel free to ask. I went quickly and did not explain my logic on many of the additions/subtractions. Good luck and have fun.
