~Swiss was 50 minutes + 3 turns, best-of-3. The loser of a game got to choose who went first in the following game.
~No new games (in a match) are started after time is called. If time is called and the game finishes by then, a new game is not started.
~If it goes past 3 turns, and a game is still not finished, it's considered incomplete regardless of how many prizes were taken.
After evaluating all those criteria, it's considered a tie if each player won a game, or if neither player won a game.
e.g. if time is called during game 2, and game 2 does not finish, it's considered incomplete, and the winner of game 1 is the winner of the match.
But if game 2 does finish, and it results in each player having 1 win and 1 loss for that match, it's considered a tie.

My emphasis is in bold. The above is what I was told as a judge of the event.
