He is a better pokemon PONT, with Minun of course.
The downside is their HP and cost you two space of the bench.
This couple + penguin = sure pre-release winner

Plusle would mostly be a starting pokemon. If you were to have him in a deck you'd want Minun in it too. I think people would like him for his first attack.
