Ruling rare candy evolve a fossil?

I am pretty sure you can, But was wondering if I could rare candy evolve a helix fossil into Omastar?
 
You can, a Fossil counts as a Basic Pokemon while in play, and Rare Candy can only target a basic Pokemon. Because it is a basic Pokemon you can use Rare Candy to evolve it.

You said rare candy can only target basic? so sat a caterpi evolves with the coinflip poke-power to metapod, then you fil again with the metapod power and get tails. However, you have a rare candy and a Butterfree in your hand. Can't I still decide to use rare and butterfree to get metapod to stage 2 on same turn?
 
No, you can't Rare Candy the Metapod because Rare Candy only works on Basic Pokemon while Metapod is a stage 1. You could just Rare Candy Caterpie in Butterfree. Or, if you flips tails with Caterpie, you could Rare Candy into Metapod and then flip from Metapod.

EDIT: I just saw that you can only use their power when they (Caterpie or Metapod) are active.
 
The only time you can evolve twice in one turn is by using Caterpie and Metapod's Poke Power. Use Caterpie's power and evolve to Metapod, then use Metapod's power and evolve to Butterfree. Other than that, I can't think of any other way you can get around the evolve-once-a-turn rule.

The Time-Space Rift stage that will probably be in Platinum allows you to evolve as much as you like.

This is true but I was only thinking about what's available now in the current format =P.
