Should Lugia be a Psychic type Pokemon

According to Bulbapedia, probably why people consider lugia a water is because lugia is the only non-water pokemon to learn hydro pump upon leveling. I still prefer lugia to be a psychic in the TCG than this water B/S, but whatever. And people who brought up the Delta Pokemon, I still don't understand that whole delta concept.

its some wierd little hardly- explained tcg world, where some tower turns pokemon into different types, the final evolution of which types always end w/ {M} because of magnets or something.

My take is that the pokemon companies wanted to to be opposite to the HO-OH card. Lol plain and simple.
